Adult Education: Croatian Language Course for Foreigners
The Action Plan for the Integration of Third-Country Nationals, adopted by the European Commission in Strasbourg in 2016, highlights education and training as key tools for integration, advocating for their early accessibility and promotion. Acquiring basic skills is fundamental for lifelong learning, employment, and social inclusion. Mastering the language of the host country is essential for the successful integration of third-country nationals. Therefore, it is crucial to provide language integration programs tailored to individual needs as soon as possible, combining language learning with other skills and competencies or work experiences. Special efforts must be made to ensure these courses are accessible to both women and men.
With its accession to the European Union, the Republic of Croatia committed to adopting EU public policies, including those related to migration, asylum, and third-country nationals.
The Hospitality and Tourism School in Zagreb, a renowned educational institution known for the quality of its services, offers adult education programs, including the "Croatian Language Course for Foreigners." This program is approved by the Agency for Vocational Education and Adult Education and the Ministry of Science, Education, and Youth.
The Croatian Language Course for Foreigners aligns with the Common European Framework of Reference for Languages (CEFR), a Council of Europe guideline for describing language proficiency levels across European languages. It covers six reference levels widely used across Europe to gauge language proficiency.
Course Levels:
- A1 Preparatory Level - 140 hours
- A2 Basic Level - 140 hours
- B1 Intermediate Level - 280 hours
- B2 Independent Level - 140 hours
- C1 Advanced Level - 280 hours
- C2 Proficient Level - 140 hours

Payment Options:
Tuition can be paid in full with a 10% discount or in seven equal monthly installments. Payments can be made via payment slip or through internet banking to the Hospitality and Tourism School's account. If paying in installments, the participant must sign a blank promissory note. If the full amount is not paid by the end of the course, legal action will be taken to collect the remaining balance.

Certificate Issuance:
Upon successful completion of a course level, participants receive an official certificate of foreign language proficiency, which is recorded in their e-employment record.
Enrollment Requirements:
- Minimum age of 14, with completed primary education.
- For higher-level enrollment, proof of passing the lower (previous) level or a placement test is required.
Required Documentation for Enrollment:
- Personal Identification Number (OIB)
- Personal identification document
- Copy of the latest educational qualification
- Proof of citizenship
- Certificate of passing the lower level (for higher-level enrollment)
- Enrollment form and education contract (provided by the school)
Required Documentation for Foreign Nationals:
- Personal Identification Number (OIB)
- Residence permit issued by the Ministry of Interior
- Birth certificate translated into Croatian (if available)
- Proof of citizenship translated into Croatian (if available)
- Decision on recognition of foreign educational qualifications (if available)
- Copy of passport or equivalent document
- For direct enrollment in a higher level, a recognized certificate of passing the lower level or a placement test is required
- Enrollment form and education contract (provided by the school)
The Hospitality and Tourism School in Zagreb and the participant will sign an agreement for attending the course.
Group Size: Up to 10 participants
Course Start and Duration: Courses begin after group formation and in agreement with participants.
No classes will be held during school holidays.
Class Schedule: Late afternoon or early evening hours, in agreement with participants and based on available space.
Saturday classes are possible with a 15% price increase.
Class Location: Hospitality and Tourism School in Zagreb, Trg Luke Botića 1.
Teaching materials are provided by the school and are free of charge.
